The sealed system is the refrigerant loop itself. Opening it requires EPA Section 608 certification, recovery equipment and the ability to evacuate and weigh in a charge. Most "needs freon" calls are not sealed-system faults at all but fans, frost, dirty condensers or door seals — all far cheaper. A competent technician exhausts those before piercing anything, because once the system is opened the repair is committed.
