What causes it — and what each fix costs
Touch membrane failure
The keypad layer wears out or delaminates, usually starting with the buttons used most — Start and the number 1.
Control board failure
The board behind the panel. On over-the-range units, heat and steam from the cooktop below shorten its life considerably.
Ribbon cable connection
A loose or corroded ribbon between panel and board. Sometimes a reseat is the whole repair.
Moisture or grease ingress
Steam from cooking below works into the panel over years. Common on over-the-range units above a heavily used range.
Repair or replace?
Control panel parts are among the more expensive in a microwave, and on a countertop unit the repair is not worth considering. On an over-the-range unit it is borderline and depends on age — under five years, repair; over eight, replace. On a built-in or drawer model it is straightforwardly worth fixing.

Almost always the touch membrane rather than the board. Boards tend to fail completely or behave erratically across all functions, while membranes fail button by button, starting with the ones you press most.
Will unplugging it reset the control?
It is worth trying — a genuine lock-up will clear with a two-minute power-off. If the same fault returns immediately, it is hardware.
