Check the free things first: lift the plate out, clean underneath, inspect the roller ring and the coupler. Those three account for a good share of non-turning turntables and cost between nothing and about $30. If the motor itself has failed, a paid repair only makes sense on an over-the-range or built-in unit.

Can I use the microwave with the turntable not turning?

It will still heat, but unevenly — you will get hot edges and a cold middle. Stirring or turning the food halfway through works as a stopgap.

Is the roller ring something I can replace myself?

Yes, easily. It lifts straight out of the cavity, and replacements are widely available for a few dollars. This is one of the very few microwave repairs that is genuinely an owner job.
