What causes it — and what each fix costs
Grease filter clogged
The metal mesh filters under the unit load up with grease and choke the airflow. Free to fix — wash them.
Charcoal filter saturated (recirculating installs)
If the unit vents back into the room rather than outside, the charcoal filter needs replacing roughly every six to twelve months.
Blower motor failing
Bearings dry out and the motor gets loud, then weak, then stops. A genuine parts-and-labour repair.
Fan speed switch or control fault
The fan runs only on some speeds, or not at all, while everything else works.
Damper flap stuck or ductwork blocked
The external flap sticks shut or the duct run is obstructed, so the fan runs but moves nothing.
Repair or replace?
Clean or replace the filters before you spend anything — a clogged grease filter accounts for a large share of "weak fan" complaints and costs nothing but ten minutes at the sink. If the blower motor has genuinely failed, the repair is worth doing on an over-the-range unit that is otherwise healthy, since replacement means an install job as well as a new appliance.

Both installations are common, and it changes which filter you need. If there is a charcoal filter fitted behind the grille at the top, it is recirculating.
